There may be a number of reasons the balance is showing as zero.
If you have an open pay period, please check the employee in the employee's tab and view if the payer has an accrued balance. This shows any previous withdrawals.
Your withdrawal configuration settings Employee - Maximum Amount Per Period or Employee - Maximum Percentage of Gross Pay may have been reached.
